Capacity Building for Post-Disaster Assessments in the Philippines

Various statistics identify the Philippines as among the most vulnerable in the world to natural hazards. Studies also show that the Philippines is among the countries most likely to be affected by storm surge and sea level rise due to climate change. The Philippine Government has begun to take a more proactive approach to disaster risk management. There is a new law that emphasizes the need for a coherent, comprehensive, integrated, and proactive approach to DRRM across levels and sectors of government, and among vulnerable communities.
This technical assistance on capacity building for post disaster assessment (PDA) had the following main activities and components:
- Formulation of a Philippines Post Disaster Assessment method incorporating existing methodologies;
- Development of training modules and guidance notes to allow nationwide scale up of the post-disaster assessment method;
- Preparation of a standard Terms of Reference to conduct future PDA’s;
- Training activities among key agencies/institutions of government (including the Office of Civil Defence (OCD) and sector agencies).
